Fun Wheels are a great one for kids' workshops as almost anybody can get it going after a little practice, and the better you get, the faster you go and the more likely you are of falling off (seeing as you won't get over walking speed this is safe and hilarious fun).
This toy is good balance practice before moving on to the unicycle.
